On Kian's Killing and How Senator Trillanes Cannot Hide His Stupidity

While the president's words are policy, it is up to his commanders to interpret those words in ways that would result in their lawful implementation and achieve the objectives given to them.

In merely saying things to the press, the president's words cannot be construed immediately as direct orders by soldiers in the battlefield or police conducting operations against criminals.

Unlike ordinary citizens, soldiers and even to a certain extent, our police, must function under specific instructions that flow from the command hierarchy.

Instructions that finally make its way to the smallest military or police unit are governed by strict protocols.

Senator Antonio Trillanes' claim that President Rodrigo Roa Duterte should be blamed for the killing of Kian Delos Santos convinces me that he doesn't know a thing about how military and police organizations should function.

Then again, what should one expect of a former military officer who was dragged by the seat of his pants from a failed mutiny which he led?

An intelligent military or police commander, unlike Trillanes, would know that the president is not above the laws of this land and so, can not be compelled to follow an unlawful instructions. 

Last night, President Duterte himself said "I saw the tape or tapes doon sa TV and I agree that there should be an investigation. Should the investigation point to liabilities by one, two, or all, there will be a prosecution and they have to go to jail if convicted. That I can assure you. That there will be no luto-luto diyan sa ano because I really do not interfere."  

"Nung nakita ko yung tape tinawagan ko si [Philippine National Police Director General Ronald Dela Rosa]. Sabi ko hulihin ninyo na at ikulong ninyo,"

If president Duterte had truly meant what Trillanes construes as orders, he would probably have said, "Good job, carry on."

It is clear that Trillanes is trying so hard to direct public outrage against Duterte and it isn't working.
